Securing prosperity through voluntary long-term employment
The baby boomers are entering their well-earned retirement, and there is a shortage of workers. It is unclear how pensions will be paid in future as life expectancy increases. Among university professors, the willingness to voluntarily work longer is disproportionately high. The existing state regulations in civil service law are rudimentary and lead to a patchwork quilt in the German university landscape. While some universities wish to continue employment and thus easily allow it several times, others rule it out. The topic is highly topical and politically controversial: from a legal and economic point of view, it has been little studied scientifically to date.
The topic is multifaceted: from a legal perspective, aspects of civil service law, higher education law, European law and comparative law are discussed. However, the topic also requires the interdisciplinary inclusion of legal and economic considerations. With numerous concrete proposals, the Augsburg-Freiburg Theses develop the existing law further in order to increase the protection of trust and legal certainty for all parties involved.
